Broadly: the Employment Pass is for professionals, managers and executives; the S Pass is for mid-skilled staff and is subject to quota and levy; and the Work Permit is for semi-skilled workers in sectors like construction, manufacturing and services. Each has its own criteria, and the right one depends on the role and the person — which is part of what we assess.

COMPASS is MOM’s points-based framework for Employment Pass applications. It looks at factors like salary, qualifications, and how your workforce profile compares to local benchmarks. It means an EP isn’t guaranteed just because the salary is met — so we assess your candidate against it before applying.

For S Pass and Work Permit holders, MOM limits how many you can hire relative to your local workforce (quota), and you pay a monthly levy for each. The exact ratios and levy rates are set by MOM and depend on your sector, and they change over time. We work out your current quota headroom and levy exposure so your hiring plan is realistic.
